Governor Ponders Bill Requiring Abortion Training

- The American Life League is asking California Democratic Gov. Gray
Davis to veto a bill that would require medical schools to train OB/GYN
students how to perform abortions.
The bill
passed the state Senate 25-13 earlier this month after getting approval
from the Assembly by a 45-27 margin in May. Davis has yet to take a
position on the bill.
In introducing
the measure, Democratic Assemblywoman Hannah-Beth Jackson noted that
most obstetrics and gynecology students must take elective classes if
they want to receive abortion training.
Janice Rocco,
Jackson's spokeswoman, said about 46 percent of OB/GYN residency programs
provide training for abortions. Jackson's bill would make that training
mandatory under most circumstances.
"We
discovered this was a problem both in California and nationwide in terms
of the percentage of residency programs that provide routine training
in abortion services to their residents," Rocco said.
Judie Brown,
president of the American Life League, said California would be the
first state to take such a step. Earlier this year, New York City Mayor
Michael Bloomberg required city-owned hospitals to provide abortion
training for OB/GYN residency programs.
"The
fact that anybody is required to learn how to kill a human being should
be appalling to the average American," Brown said. "But we've
forgotten as a nation that's what abortion does to people."
The bill
would bring the state in line with the national Accreditation Council
for Graduate Medical Education, which already requires abortion training
for its accredited OB/GYN programs. Those guidelines provide an exemption
for students and hospitals whose religious or moral objections would
be in conflict.
